The General Assembly: Where Union for Reform Judaism Business Takes Place Votes on policy issues, presentations, and resolutions take place during the plenary sessions of the General Assembly, the largest decision making body of the Union. Resolutions adopted by the General Assembly set the agenda and determine the direction for the Reform Movement. And remember: while only designated congregational delegates can vote, all are welcome at Union plenary sessions.
